Pure Evils who have no direct murder counts or at least none that are officially notable and/or indicated. These types of Pure Evils are not very common as it takes a lot of heinous actions or a really large one to go higher than murder, especially with one's that have intention of killing any character, but there have been exceptions to the rule with some villains crossing the Moral Event Horizon that didn't get anyone killed and, as the old saying goes, these Pure Evils can give others a fate worse than death (i.e. Coachman, Terence T. D'arby, Shou Tucker, Cameron Hodge and Werhtrent).

With Pure Evils who have only slight differences in with their adaption counterpart being a minor composite profile, they can still count on this category as long as their original has no direct kills (e.g. Napoleon).

Pure Evils in games who go by Status Dependent upon Player Choice can qualify if their direct kill count is overall considered to be non-canon to how the main canon story goes (e.g. Sal, who has zero kills, he attempted to kill the entire population of his world by his troops but failed).

Letting someone die when the Pure Evil villain could have easily saved their life may be a disqualifier for this category, as they are at high risk on being accountable for their death, unless if it was too challenging for them to bother or thought someone else was going to save that person's life or survive on their own (e.g. Lots-o'-Huggin' Bear). If a Pure Evil orders someone to kill somebody with success behind it (e.g. Samuel Norton) then they'll be removed from this category. However, if they don't succeed with said order they can still qualify. Likewise, they can also order tortures, mutilations, rape and so on instead of murder as well.

Torture (rape, mutilation, slavery...) and any other non-lethal acts or attempts to do something wicked without murdering can be considered a fate worse than death if said acts are pulled off correctly (e.g. Andy Evans, Azar, Bogs Diamond, Henderson, Cecil Creepler, Coachman, Darkrai, Diodora Astaroth, the Entity, Hadrian, Leo Humphries, Mari, Nobuyuki Sugou, PAMA and Wasp King). Villains who commit the act of mutilation may be difficult to qualify since they may succeed in killing their victim, though under some circumstances and exceptions they may qualify if they failed in their murder but succeeded in only scarring their victims.

Killing someone by accident may not be a Zero Kill Count removal as it's meant to be a kill out of the Pure Evil's intent and not something that is unintentional, unless if they are aware of how brutal their accident and aggressive harms are, making them accountable for murder. Also, Pure Evils who were mind-controlled to kill (e.g. Joker) will not count as a disqualification for this category, because they are not killing someone on their own direct accord. Pure Evils that kill themselves are still allowed to be in this category, as the kill count refers to other people they killed, as long as they meet the other criteria.

Note: Pure Evils under this category can never also be under murderers, mass murderers, assassins and especially serial killers for obvious reasons, so you could consider this category the opposite of them. But a villain under this can be homicidal if they were willing to kill, but never succeeded in doing so as long as they're not genocidal, omnicidal, making notable kills or cataclysmic.

They are the opposite of Righteous Killers.
